ยง. 15. XI. Finance Minister's function.

Article 1. To the Finance Minister belong the three functions

relatively to all government arrangements, having for their subject the receipt, custody or expenditure, of money, at the disposal of Government.

Article 2. In the exercise of the Statistic function, [ ] days before the last sitting day of the outgoing Assembly, the Finance Minister delivers in to the Assembly his Report under the several heads following.

1. Receipt in the purse of that same year: under heads denominated from the several taxes and other resources.

2. Expenditure, in the course of d o., under heads denominated from the several services: namely, those belonging to the departments of the above Ministers, with the addition of the Justice Minister.

3. Amount of Balance in hand, or deficit.

4. Money, due to Government, under heads denominated from the several sources, from whence due, and the times when receivable.

5. Money due from Government, under heads denominated from the several sources, on account of which they are respectively due, and the times at which they respectively were, or will be due.

6. Estimates for the next year, under the several heads just mentioned.

7. Estimates for succeeding years, in as for as estimation, in reaction to them respectively, can be made, and promise to be beneficially instructive.

8. Separate indications, of any proposed fresh service or services, with reasons and estimates, as above.

9. In case of any undue, or on any other account unexpected, retardation of receipt from this or that source indication of such retardation, with correspondent proposed means of acceleration.

10. Retrospective statements for the next preceding year, as also, for all other preceding years, from the accounts of which, and beneficial instruction shall appear deducible.
