Another reason is © that in point of appropriate intellectual aptitude¼(¼a¼) and appropriate active talent taken together, there can be no ground for the supposition that the individuals chosen for the origination and sanctionment of portions [?] of legislative matter of the ordinary extent can with relation /respect/ to the origination of a work of the character in question and of an all©comprehensive extent be equal to all the rest of mankind put together: If /Should/ this position appear susceptible of doubt then say to these same men and all the rest of mankind put together.
