§.1. Deficiencies in the Account

Among the incidents which have intervened since these letters were began, is one which in my humble view of the matter, may serve to throw upon the subject some useful lights. I speak of the Accounts that, in obedience to an Order of the House of Lords bearing date the 11 of March last (A o 1807) have been printed respecting the number of Appeals presented to the House in the course of two contiguous periods of seven years each, the last of them ending at that time.
