Opposite to the duty-and-interest identifying principle – behold in the character of

the principal means indicating principle /chief subservient

principle/ the duty and interest dissevering[?] principle.

According as it is to Utopia not the Utopia of Sir Thomas More but the new Utopia

just indicated according as it is to this new Utopia or to Cacotopia that the

situation of the country in question approximates the maximization or the

minimization of the aggregate of happiness will be the ultimate end or object to

which the practice and subordinate principles of the rulers tend. the duty and

interest identifying or the duty and interest dissevering[?] principle the chief

instrumental or subservient principle.

For the test of goodness in a political constitution as between one country and

another, in the comparative use made of the two opposite and antagonizing principles

may be seen a test the propriety of which will not easily be disputed.
