Economy etc

Under matchless constitution if abuse receives palliation it is at

the hand of another abuse.

Points of coincidence and diversity /difference/ /contrast/ between

the malefactors /evil doers/ so called /stiled/ and the malefactors called /stiled/

rulers, /occupying the situation of rulers, and so/ in every government /political

state/ other than that of a representative /delegated/ democracy

1. Point of coincidence. The interest belonging to /of/ the so stiled

malefactors as such is hostile to the interest of the greatest number in the

community, and thence to the universal interest. The interest of the malefactors

stiled rulers

Points of difference - diversity - contrast

1 The evil produced by the operations of the so stiled malefactors

/stiled malefactors/ is produced upon the smallest scale.

The evil produced by the operations of the malefactors stiled rulers

is produced upon the largest scale

2. To the evil produced by the so stiled malefactors limits are

applicable, and are every where applied, without change in government limits and

those comparatively narrow ones applied, namely by government itself, every where.

To the evil produced by the malefactors stiled rulers there are no

limits. The whole field of human industry is the field of their oppression and their

plunderage.

3. At every step, the course taken by the so stiled malefactors, is

exposed to punishment. Be the evil produced by them ever so enormous, The malefactors

stiled rulers are at all times entrenched in /armed with/ impunity.

4. The evil produced by the so stiled malefactors is produced a great

part of it without premeditation /design/ and for want of thought The evil produced

by the malefactors stiled rulers is the result of long-continued, uninterrupted and

systematical premeditation, and in every instance by /with/ abundance of thought.

5. The evil produced by the /so stiled/ malefactors stiled malefactors receives

small reward: the evil produced by the malefactors stiled rulers produces vast and

boundless reward. A country might be mentioned in which the portion [...?] of a

single individual has exceeded one fourth part of what was extorted annually from the

people on the pretence of its being for the maintenance of good government.
