(a) Actual examples of this case to an extent more or less considerable, are: in and for France under Emperor Bonaparte his several Codes, Penal, Civil, and that of Penal Procedure: in and for Bavaria, under the influence of Bonaparte, a Penal Code: Draughtsman declared, a Frenchman, M. Bexon: in and for Russia Under Emperor Alexander, actual Draughtsmen, for a Penal Code /all-comprehensive Code/ in hand ever since Feb. 28 1804 not yet (June 1821) it is believed, in any part sanctioned or made public, M r Rosenkampf: with two superior names mentioned for appearance sake: for Poland, a Penal Code, drawn (it is believed) by the said M r Rosenkampf. By whomsoever drawn, this (it is said, after having been presented by Emperor Alexander to the Polish Diet, [...? ...?]
