3. Argument 3. Against misrule in every shape the Constitution has provided a security; and the application and efficiency of this security is mutual and equal as between both hemispheres. In Spanish America as well as in Spain the subject many have a controuling influence and power over the conduct the ruling few and over the composition given to their body, and in both countries it is the same. In both countries the proportion between those in possession of supreme /paramount/ legislative power and those who appoint the hands by which that power is exercised is the same.

Such is the principle of delusion the effect of which may be, to a certain degree and the object of which in the [...?] of [...?] to a certainty is - to cause the people of Spanish America to be content to be subjected to this dominion, or at any rate to cause the people of Spain subject many and ruling few together, to expect and believe that they will be so.
