Under the British Constitution how fully this observation is verified no man need be told: and under every mixt Constitution under which either Monarchy or Aristocracy or a mixture of both has place, that so long as man is man in all times and in all places has been and will be the case.
Thus under the first French Constitution established under the first National Assembly, ready as they were to put their Monarch to death with or without cause, they were not the less ready to furnish him with an immense mass of pay under the name of Civil list, with an immense mass of patronage of pay attached to subordinate offices to which he was to nominate: that thus in the shape of pay attached to useless offices needless offices and overpaid officers money to the utmost amount possible might continually be forced out of the pockets of the people.
Thus it was under the first French Constitution - thus it was under every other French Constitution thus it is now under the Charter - thus it will be under every Constitution in which a mixture either of Monarchy or Aristocracy has place
