2. In the next place, supposing any such security to have place for a time, still the inbred force of corruptive influence, the sweets of government being in the hands /at the disposition/ of the members of the Executive Department and operating on all persons within their influence operating in the character of portions of the matter of corruption would be continually affording to the Ultramarian representatives an adequate inducement to betray their trust, and with or without any partial benefit to you in the peninsular, certainly at any rate without any comprehensive and net benefit to you - that being rendered impossible by the circumstances that you have been seeing, to consent to impose on their constituents excessive burthens.
