'. One betrter ground might Spanish America claim to exercise dominion over Spain,

than Spanish rulers over Spanish America.

Weak as are the strongest reasons that couold be given why the rulers of either

country should rule /be rulers/ over the other. Yet if for any such wide-stretching

dominion any ground in the field of reason or argument could be made on either side,

it would be on the side of Spanish America and not on the side of Spain Yes better

argument: and that not merely on the gbround of the principle of utility but on the

ground of the Constitution itself: for such is the excellence /the peculiar

excellence/ of the constitution, these two are one in the spot in question.

From the constitution. What is the declared the only proper "object of the

government" which it established? what "is the end" the only proper end and "of all

political society? Nothing but "the happiness"... The welfare says Article 13 of the individuals of which it is composed": of all the individuals says the translation: and

interpretation, inserted for explanation: and interpretation but not at any rate a

misrepresentation so at least let us hope For my own part I fear not /have no

apprehension/ that the interpretation will be disavowed.

Of the individuals or of all the individuals - take it either way. As mear it can be

/in the nature of things it can possibly/ be provided for, how is it that the welfare

/happiness/ of all the indivduals is to be the provided for? Where /In so far as/

interests clash - where /in so far as/ an individual can not be made more happy

without anothers being made less so - by providing for the greatest happiness of the

greatest number.
