Conclusion

To conclude. In the way of money or money's worth whichever whether

for themselves or for you or for themselves Your rulers great will be either /must be

either/ without force, upon them or by and with and by force. If without force upon

them, it will be in the way of free trade, they not subject to the dominion of your

rulers, but ruling themselves and one another as they can agree. This is what in my

view of the matter will be most conducive to the greatest happiness of all parties.

If it be with and by force, then will the force be either reciprocal or only on one

side: reciprocal namely by their being compelled to send money or money's worth to

your Peninsula, and at the same time you compelled to send money or money's worth to

Ultramaria. But in this case if there be any gain to your Rulers or to you, it can

only be to the amount of the difference: nor will that be net profit, but only

nominal profit (...?) up and overbalanced by net loss. For against this nominal

profit will be to be set in the first place the cost of freight to and fro, in the

next place on both sides the cost of keeping up the force. If upon the whole there be

even the smallest chance of net profit to you from all this which is more than I can

conceive he who calls upon you to make so boundless an expenditure for the chance of

it, on him it lies /is encumbent/ to make his estimate, and give expression to it in

figures.
