Letter 14. By relinquishment, the profit to Spain from [...?] Ultramaria would be

considered [...?] and great. Relinquishment profitable.

Well then, from the dominion in question, whether actually retained, or in vain

endeavoured to be retained, what advantages have we seen? None in any shape: none to

either side: none in /to/ either hemisphere. On the contrary, to both hemishpheres

suffering in sad plenty: suffering, in every imaginable shape: except always, in one

of the two hemispheres ... to the ruling few, or rather to some of these few, who

whatsoever advantage they see for themselves from so unnatural a union, will know

better than to acknowledge it. From Spanish Ultramaria, kept under the yoke, nothing

then but suffering on either path. From Spanish America free from the yoke, what then

is to be expected? Turn to the Royal Proclamation - to that very Proclamation by

which those immense regions are called upon to submit to that same yoke: Turn to that

most authoritative document, and you will see stated - yes and judiciously, and in

every respect well stated - the advantages, which can not but accrue to you from that

same country, " Language, religion, laws, customs," -

all the same. Consider well all these identities. Look, what sources of sympathy.

Look, what bonds of connection! Behold all these instruments of mutual attraction,

operating upon that people in favour of your enemy. in favour of your, and to the

exclusion of every other all of them with the exception of religion. the operation of

which embraces [...?] at large making the extract it I had actually struck out,

regarding it as amounting to nothing, and the mention of it as having no better

warrant than vanity and rhetorical adulation. Thus I had one, in the Introduction to

these Letters, rushed upon my recollection when the passage, quoted from Townsend, at

once gave a determinate meaning to the word, and shewed to me, that, on this head,

silence would not accord with justice. "Simplicity, sincerity, generosity, a high

sense of Dignity, and strong principles of honour," are the virtues particularized by

him, as you may have seen, (Introduction ''.3. Townsend {...?] 358.) in so many

words: but the value of the testimony can not be any thing like adequately

appreciated without the entire passage; and to that I have been [...?] you. given see

Introd.' Now then, with such advantages - in your dealings with these your kinsmen -

such matchless and indelible advantages over every other nation under the sun -

Spaniards what more would you have? Bad indeed, or clear, must your productions be

if, by these your kinsmen in the quality of customers, the preference is not given to

those same productions, above those of all other nations. Bad indeed the productions:

not to speak of the persons, of those who have them to dispose of.
