As to the mass of arrangements suitable to a purpose of this sort,

the basis of /a proper basis for/ it is already in existence it may be found in the

body of the laws of the Anglo-American United Stattes. This presumed the following is

the course of proceeding I would venture to propose.

1. Invitation from The Constituted authorities of Spain, to the Constituted

authorities of the Anglo-American United States to send a Commission of

Commisssioners to Madrid, to Washington, to London or to the capital of the Spanish

Ultramarian Province in question to meet a Commission or Commissioners for the

settling of the matters in question. Notice to the inhabitants of the Province in

general and to the persons exercising in chief the power of government there in

particular to take that document into consideration, and within a certain /an

appointed/ time to notify as, should think fit in the form of Memorial their opinions

and wishes whether for the adoption of it in toto for the rejection of it in toto, or

in the way of amendment whether in the shape of subtraction /defalcation/ addition or

subtraction. After the expiration of the time limited for the receipt of such

memorials another time to be limited /specified/ /[...?]/ at the expiration of which

a constitution upon the model of the Spanish Constitution or upon the model of one or

more of the Anglo-American Constitutions to be formed, and by the joint Commissioners

the several functionaries the existence /exercise/ of whose functions is necessary to

the provincial establishment of a form of Government to be appointed. The foreign

commissioner to have place and speak, but not vote.
