By the circumstances of his being in office, and in that department, to the presiding Member or Members of which the secret system of management in which the nature of that government consisted, and in which that influence on the public mind on which it depended for its existence, together with the historical facts on which it was grounded could not but have been at all times thoroughly known and understood, this much is proved is rendered manifest, viz. that he was already either in possession of these secrets, or at any rate on the road that led to it.

To him must at any rate have been well known, and in its exact extent, the prevalence of that popular persuasion, by which under some such names as deliverance from bondage, redemption,  collect and add them, the eyes of the people were kept in continual expectation for a revolution to be effected by a leader, sprung from the antient race of those Kings under whose governance they had lived, while their country was with relation to all other countries in a state of independence. To him must have been known these writings, +
